Update on Canada Wide Early Learning and Care Program

October 13th, 2022

Dear Families and Staff of Orde Day Care;

As you may be aware we applied for and were accepted into the Canada Wide Early Learning and Care Program for 2022.
This allows us to provide a refund to children who are under the age of 6 from April to September 2022 and charging a reduced fee from October 1 – December 31, 2022.

For full fee parents of children under 6 this will mean a reduction of 25% of your monthly fee, and for subsidized families we will be using your revised daily fee  calculated by Toronto Children Services.

We have yet to receive the funding for the program from Toronto Children Services, but once we do, we will begin calculating and processing credits for eligible families accounts. If you child is 6 or under and you have not yet paid your fees for October, please hold off until we send out the monthly invoices.

If you have withdrawn from Orde Day Care and attended between April to September 2022, we will be sending you a check for the refunded amount. Please contact the daycare if you have moved so we can process the refund more efficiently.

If you should have any questions, please do not hesitate to contact me directly at

Follow up to Canada Wide Early Learning and Child Care email

June 28th, 2022

Dear Families and Staff

We received a number of questions regarding the Canada Wide Early Learning and Child Care program email that was sent out on June 24, 2022.

The Board of Directors reservation for not in opting immediately is due in large part to the significant number of unknowns that are left undefined by the

Province throughout the CWELCC contract. Language such as reasonableness,or fair market are being used with no concrete or definitive numbers or

caps provided for salaries or expenses. With fees frozen at March 2022 levels, our ability to meet any expenses deemed unreasonable for 2023 would be difficult.

As a non for profit, unionized centre we must ensure financial viability of our business as well as commitment to salaries and benefits through our

negotiated collective agreements. The Board must balance this while ensuring fees are competitive and quality care is maintained for our families.

Below is a clip from Metro morning that was aired today regarding the CWELCC program. The operator touches on a few issues that our Board of

Directors have also identified as reasons why a centre wouldn’t necessarily immediately opt-in.
